This bill authorizes the city of Methuen to grant one additional license for the sale of all alcoholic beverages, not to be drunk on the premises, to Liban D'Or, LLC located at 45 Hampshire Street. The license is subject to all the provisions of Chapter 138 of the Massachusetts General Laws, except for the limitation on the number of licenses under Section 17. The licensing authority may not approve the transfer of the license to another location but can grant it to a new applicant at the same location if the applicant is in good standing with the relevant state departments. If the license is terminated, not renewed, or no longer in use, it must be returned to the licensing authority, which can then grant it to a new applicant under the same conditions. All licenses granted under this act must be issued within one year of the effective date of the act.
