This bill aims to enhance enforcement against unlicensed marijuana operators. It establishes a multi-agency illicit marijuana task force to coordinate efforts to combat unlawful cultivation, processing, manufacturing, and distribution of marijuana. The task force will identify and target illegal operators, share information among state agencies, and provide reports to the Department of Revenue to levy a "forgone revenue tax assessment" - a tax equal to the total estimated forgone tax revenue, tripled, on the illegal activities. The bill also prohibits the Cannabis Control Commission from finding any person unsuitable for licensing solely based on receiving a forgone revenue tax assessment, but requires the assessments to be paid before licensing. Additionally, the bill criminalizes operating an unlicensed marijuana establishment, which can result in a forgone revenue tax assessment. Funds from these assessments will be used for municipal law enforcement training, restorative justice programs, and youth substance use prevention and treatment.
