This bill, the Drought Relief through Innovative Projects Act of 2019 or the DRIP Act of 2019, directs the Department of Agriculture to establish a competitive grant program. The program's purpose is to (1) remove non-native plant species in riparian areas that contribute to drought conditions, (2) replace those non-native species with native plant species, and (3) maintain and monitor the riparian areas where the non-native plants have been removed and replaced. The bill defines "eligible entity" as a partnership that includes at least one flood control district and one local government entity, and may include other organizations. Eligible entities can apply for the grants and must submit a plan for using the funds, conduct stakeholder consultations, and report on the methodology and outcomes of their efforts.
