This bill designates as a voter registration agency any agency or office providing hunting, fishing, or trapping licenses under the Division of Fish and Wildlife in the Department of Environmental Protection. The bill also requires the establishment of both a paper voter registration and an automatic voter registration process at such an agency or office. Under the paper voter registration provisions, the bill directs the agency to provide paper voter registration forms to persons applying for hunting, fishing, or trapping licenses in the same manner applicable to existing voter registration agencies. An applicant may decline to be registered to vote by completing a declination form. The bill requires the agency to promptly submit all completed voter registration applications to the Secretary of State. Under the automatic voter registration provisions, the bill directs the agency to establish a process similar to that currently being implemented at the New Jersey Motor Vehicle Commission (NJMVC). Any agency or office providing hunting, fishing, or trapping licenses that the Secretary of State verifies already collects proof of eligibility documents concerning an applicant's age, citizenship, and residence address, would be required to establish and implement automatic voter registration upon the Secretary of State's approval. Once approved, the agency would automatically and electronically transmit voter registration information to the Secretary of State for registering the applicant or updating their existing voter registration. An applicant may decline automatic voter registration. The bill requires the agency to comply with the automatic voter registration requirements established under current law for the NJMVC, including the provision of required notices to their clients, to the extent applicable as determined by the Secretary of State.
