This bill, the Rebuilding Our Communities by Keeping aggregates Sustainable Act or the ROCKS Act, directs the Department of Transportation to establish a working group of federal, state, tribal, and local stakeholders to conduct a study on the regulatory and legislative improvements necessary to preserve access to common construction materials like stone, sand, and gravel (referred to as "covered resources") and reduce the costs and environmental impacts of infrastructure projects. The working group will analyze the use of covered resources in transportation and construction projects, how their proximity affects project costs and environmental impact, how transportation agencies can consider them in project planning, and measures that can be taken to preserve them for future development. The working group will consult with state, tribal, and local officials, as well as industry experts, and submit interim and final reports to Congress with their findings and recommendations.
