This bill aims to give priority in the allocation of rental assistance vouchers under the Veterans Affairs Supportive Housing (VASH) program of the Department of Housing and Urban Development (HUD) to areas with the largest populations of homeless veterans. The key provisions include: 1. Requiring the Secretary of HUD to give priority in making VASH vouchers available to public housing agencies that serve areas with the highest numbers of homeless veterans and have fully utilized their available VASH funds in the previous fiscal year. 2. Authorizing the Secretary to recapture VASH vouchers that are not under lease, committed for a housing assistance payments contract, or committed for project-based voucher assistance within 24 months, and reallocate those recaptured funds to public housing agencies that have leased their entire VASH allocation. 3. Applying these changes to both unobligated VASH funds from the previous fiscal year and any future VASH funding provided by law.
