This bill has the following key provisions: 1. It authorizes the Hampshire Council of Governments to convey the historic courthouse at 99 Main Street in Northampton to the Commonwealth under the jurisdiction and control of the Trial Court. The deed must ensure the courthouse grounds remain open to the public and historic items located in the courthouse remain in the Northampton region and available to the public. 2. If the Trial Court notifies the Division of Capital Asset Management and Maintenance that it has no current or foreseeable use of the property, the Commissioner may sell, grant, convey, or lease the property through a competitive bidding process. The Commissioner must provide public notice and notification of any selected purchaser, grantee, or lessee. 3. The Commissioner may retain or grant rights of way or easements across the property as necessary. 4. The purchaser, grantee, transferee, or lessee is responsible for all costs related to the transaction. 5. The bill also allows the Hampshire County Group Insurance Trust, upon a vote of the district board, to accept the applicable provisions of Chapter 32 of the General Laws and cause all eligible employees of the district to become members of the Hampshire County Retirement System as of July 1, 2019.
