This bill, the Monarch and Pollinator Highway Act of 2019 (MPH Act of 2019), amends Title 23 of the United States Code to require the Secretary of Transportation to establish a program that provides grants to eligible entities, such as state departments of transportation, Indian tribes, and federal land management agencies, to carry out activities that benefit pollinators on roadsides and highway rights-of-way. The bill specifies that these activities can include planting and seeding native, locally-appropriate grasses and wildflowers, including milkweed, and implementing pollinator-friendly mowing practices. The grants are limited to $150,000 per eligible entity and the federal share of the project costs is 100%. The bill also requires the Secretary to develop best practices and provide technical assistance to the grant recipients.
