Bill Summary
To direct the Administrator of the Environmental Protection Agency to carry out a pilot program to award grants for the electrification of certain refrigerated vehicles, and for other purposes. This bill requires the Environmental Protection Agency to establish a program to award grants for projects that (1) replace an existing diesel-powered transport refrigeration unit in a heavy-duty vehicle with an electric unit; (2) purchase and install shore power infrastructure (infrastructure that provides power to the vehicle when it is stationary) or other equipment that enables transport refrigeration units to connect to electric power at places where heavy-duty vehicles congregate; or (3) operate and maintain vehicles, infrastructure, or equipment relating to electric transport refrigeration units and associated shore power.
AI Summary
This bill, the Fostering and Realizing Electrification by Encouraging Zero Emission Refrigeration Trucks Act of 2019 (or the FREEZER Trucks Act of 2019), requires the Environmental Protection Agency (EPA) to establish a pilot program to award grants for projects that replace diesel-powered transport refrigeration units in heavy-duty vehicles with electric units, install shore power infrastructure to enable electric power for transport refrigeration units, and operate and maintain electric transport refrigeration units and associated equipment. The grants can cover up to 75% of the costs for replacing transport refrigeration units, 55% of the costs for shore power infrastructure, and 45% of the costs for operation and maintenance. The EPA is required to prioritize projects that maximize public health benefits, are cost-effective, and serve communities with high diesel emissions, particularly those with poor air quality. The bill also mandates regular reporting to Congress on the program's implementation and outcomes.
