This bill: 1. Authorizes the Department of Transportation (DOT) to plan, design, and construct staging areas as part of the turnpike system to stage emergency supplies for prompt assistance to the public during a declared state of emergency. The bill outlines criteria for selecting the locations of these staging areas, such as accessibility, size, and ability to support emergency preparedness activities. 2. Requires the DOT to coordinate, develop, and recommend a master plan for the development of electric vehicle (EV) charging station infrastructure along the State Highway System. The plan must address goals such as supporting short-range and long-range EV travel, encouraging EV use, and serving evacuation routes. The Public Service Commission and the Office of Energy will assist in developing the plan, which must be submitted to state leadership by July 1, 2021. 3. Clarifies that conservation easement laws do not prohibit the voluntary negotiation of the use of land traditionally used for agriculture and subject to a conservation easement for the construction and operation of public or private linear facilities, with reasonable compensation paid to the conservation easement owner.
