This bill expands MO HealthNet (Missouri's Medicaid program) services to individuals aged 19 to 64 who are not otherwise eligible and have income at or below 133% of the federal poverty level, starting on January 1, 2021. The "health benefits service package" includes the benefits covered by MO HealthNet as determined by the Department of Social Services to meet federal requirements. The reimbursement rates to providers for services to these newly eligible individuals will be comparable to commercial reimbursement levels, as determined annually by the Department. The eligibility expansion is subject to a provision that allows the state to discontinue it if the federal medical assistance percentage falls below 90% or the state legislature adopts a concurrent resolution to do so, based on information provided by the MO HealthNet Oversight Committee. The bill also requires the Oversight Committee to investigate potential health-related savings and revenues associated with the expansion, as well as the feasibility of implementing certain cost-sharing and coverage policies. Finally, the bill requires voter approval through a referendum to be held in November 2020.
