Bill Summary

This bill requires public transportation employees to complete a training course on handling and responding to suspected human trafficking. Under the bill, the Department of Transportation, in consultation with the Commission on Human Trafficking, would develop and provide a one-time training course for public transportation employees on handling and response procedures for suspected human trafficking activities. Alternatively, the department, in consultation with the commission, would approve a substantially similar one-time training course provided by a recognized nonprofit association with demonstrated experience in providing course offerings to public transportation employees. The department, in consultation with the commission and the approved nonprofit course provider, if any, would establish by regulation which employees are required, as a condition of their employment, to attend the one-time training course. The training course would be reviewed at least every two years and modified as needed by the department, in consultation with the commission and the approved nonprofit course provider, as appropriate. Under the bill, the department would be responsible for ensuring that all required employees attend the one-time training course as specified within the bill. Additionally, the department would make available to public transportation workers the training materials for the one-time training course.
