This bill prohibits the manufacture, possession, distribution, import, transfer, sale, purchase, or other transfer of "large capacity magazines" in the state of Washington, with some exceptions. A "large capacity magazine" is defined as an ammunition feeding device with the capacity to accept more than ten rounds of ammunition. Exceptions include possession by those who legally owned the magazines prior to the effective date of the bill, government officials, members of the armed forces and law enforcement, licensed firearms manufacturers and dealers, and individuals engaged in certain lawful activities such as shooting at licensed ranges or hunting. The bill also outlines storage and transportation requirements for those legally possessing large capacity magazines. Violations of the law would be punishable as gross misdemeanors.
