This bill: Requires the Florida Court Educational Council to establish standards for instruction of circuit and county court judges on the benefits of secure attachment, the importance of stable placement, and the impact of trauma on child development in dependency cases. It authorizes circuit courts to create early childhood court programs to serve the needs of infants and toddlers in dependency court, and requires the Office of the State Courts Administrator to contract for evaluation and provide training and technical assistance for these programs. The bill also expedites background screenings for potential child placements, allows the court to retain jurisdiction over a child placed in the home with a safety plan, and makes other changes related to case plans, judicial reviews, and adoption procedures. Lastly, it appropriates funding and positions to the State Court System to implement the act.
