This bill makes the following key provisions: 1. It allows voting members of regional planning councils that cover three or more counties to appear via telephone, real-time videoconferencing, or similar electronic communication to count towards a quorum, as long as at least one-third of the members are physically present. The member must provide notice of their intent to appear remotely at least 24 hours before the meeting. 2. It requires the Department of Economic Opportunity to give preference to counties with a population of 200,000 or less, and municipalities within those counties, when selecting applications for funding for technical assistance in determining appropriate land uses and natural resource protections around proposed multiuse corridor interchanges, and in developing or amending local government comprehensive plans to provide for such uses, protections, and intended benefits. 3. The bill takes effect on July 1, 2020.
