This bill proposes to increase the handling fee paid to persons who redeem beverage containers to five cents per container redeemed for beverage brands that are not part of a commingling program. The bill amends the existing law on the beverage container redemption system, which requires a deposit of at least five cents on each beverage container sold at the retail level, with a higher deposit of 15 cents for containers of liquor. The bill increases the reimbursement amount from four cents to five cents per container for beverage brands that are not part of a commingling program, while maintaining the three-and-a-half-cent reimbursement for containers of beverage brands that are part of a commingling program. The bill also specifies that the changes will take effect on July 1, 2020.
