This bill makes several key changes to laws related to organ donation in Florida: 1. It makes it a felony for a person with HIV to donate organs, tissues, or other human tissue for use in another person, unless the donation is specifically for a recipient who also has HIV. 2. It requires the Agency for Health Care Administration to adopt minimum standards for organ transplant programs, including volume thresholds for different types of transplants. 3. It prohibits health insurance policies from limiting or excluding coverage solely because the insured is a living organ donor. 4. It prohibits organ procurement organizations from charging deceased donors or their families any fees for services related to organ procurement or donation. 5. It creates an Organ Transplant Technical Advisory Council to develop quality and outcome standards for adult and pediatric organ transplant programs, and requires the Agency for Health Care Administration to adopt rules based on the Council's recommendations. 6. It requires the Agency for Health Care Administration to monitor organ transplant facilities and organ procurement organizations, and develop rules and education programs related to organ donation.
