This bill makes several changes to Nebraska's laws related to sexual offenses: 1. It prohibits sexual assault of a minor by an "authority figure", defined as someone in a position of trust and authority over the victim, such as a guardian, coach, or teacher. 2. It extends the statute of limitations for failure to report child abuse or neglect to 1.5 years after the offense or 1.5 years after the failure to report is first discovered by law enforcement. 3. It makes changes to the rules around admissibility of evidence related to a victim's sexual behavior or predisposition in sexual assault cases. 4. It increases penalties for repeat offenders of sexual assault of a child in the second or third degree. The bill also repeals and amends several existing sections of Nebraska's Revised Statutes to incorporate these changes.
