This bill: Requires the Department of Education to collect and distribute information annually on the jobs in Florida with the highest demand, the average costs and student loan payments for various types of postsecondary programs, and other data to help high school students make informed decisions about their futures. Authorizes state universities and Florida College System institutions to sponsor charter schools to meet regional education or workforce demands by serving students from multiple school districts. It also allows these institutions to deny charter applications in certain circumstances. Requires the Department of Education, in collaboration with charter school sponsors and operators, to develop a sponsor evaluation framework to assess sponsors' performance. Allows charter schools operated by a municipality, public entity, or private non-profit organization to be eligible for a 15-year charter if approved by the sponsor. Requires any arrangement to borrow or secure funds for a charter school to indemnify the sponsor, not the school district. Authorizes charter schools to offer career and professional academies. Provides flexibility to school districts in the construction of facilities for charter schools.
