This bill, the Primary and Behavioral Health Care Access Act of 2020, aims to amend the Employee Retirement Income Security Act (ERISA), the Public Health Service Act (PHSA), and the Internal Revenue Code (IRC) to require group health plans and health insurance issuers offering group or individual health insurance coverage to provide for 3 primary care visits and 3 behavioral health care visits without any cost-sharing requirement. The bill defines qualified providers for primary care and behavioral health care visits and sets limitations on treatment and reimbursement rates for these visits. The amendments made by this bill would apply to plan years beginning on or after 2 years from the date of enactment.
