This bill: - Revises the sales tax exemption for the sale of marijuana and marijuana delivery devices to only include sales to qualified patients or caregivers. - Revises provisions related to the licensure and functions of medical marijuana treatment centers (MMTCs), including establishing registration and licensing requirements for MMTCs to cultivate, process, retail, and transport marijuana. - Authorizes MMTCs licensed to cultivate or process marijuana to use contractors to assist with those operations. - Establishes security, testing, packaging, and labeling requirements for MMTCs. - Creates an adult use marijuana program that allows individuals 21 and older to purchase and possess limited quantities of marijuana from licensed MMTCs. - Retroactively applies recent changes to marijuana possession laws to certain past convictions. - Provides for the expunction of certain past cannabis possession convictions.
