This bill amends existing law to revise licensing and other requirements for daycare facilities. The key provisions include: - Requiring daycare facilities to have a disaster and emergency plan, receive annual unannounced health inspections, and ensure all owners, operators, and employees with direct contact with children complete and pass a criminal history background check. - Expanding criminal history check requirements to include all individuals 13 years of age or older who are regularly on the daycare premises. - Requiring daycare facilities to have adequate safety features like fire and smoke alarms, functional telephones, and fenced and locked areas around pools and other bodies of water, as well as ensuring all adult employees have current certification in first aid and pediatric rescue breathing. - Establishing maximum child-to-staff ratios based on the ages of the children. - Mandating that infants up to 12 months old be placed in a safe sleep environment, and that daycare facilities comply with health standards for food preparation, diaper changing, and storage of hazardous substances. - Providing a hotline or similar reporting process for parents, the public, and providers to access information about parental complaints and consumer education topics. - Increasing the minimum annual training requirement for daycare employees from 4 to 12 hours.
