This bill establishes an Interagency Working Group on Coastal Blue Carbon, which will oversee the development of a national map and inventory of coastal blue carbon ecosystems, establish national restoration priorities, assess impediments to restoration, study the effects of climate change and other stressors on sequestration rates, and ensure the continuity of coastal blue carbon data. The bill also directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to lead the implementation of the working group's strategic plan, coordinate monitoring and research efforts, and develop integrated pilot programs to restore degraded coastal blue carbon ecosystems. Additionally, the bill requires the Smithsonian to maintain a Coastal Carbon Data Clearinghouse to provide long-term stewardship and access to data related to coastal blue carbon ecosystems.
