This bill amends existing law to revise penalties for trafficking and use of controlled substances and to revise how use of controlled substances may be treated. Specifically, it expands the definition of "intent to deliver" to include sharing or providing a controlled substance, increases penalties for certain drug trafficking offenses, and allows for persons who use or are under the influence of controlled substances to be placed in protective custody or admitted for community-assisted behavioral health treatment. The bill also revises terminology throughout to use "mental disorder or substance-related disorder" instead of "mentally ill."
