This bill amends the Social Services Law to modify the provisions related to conciliation and non-compliance with public assistance employment requirements. Key changes include: 1) Repealing Sections 341 and 342 of the law and replacing them with new Sections 341 and 342 that provide more detailed procedures for re-engagement, conciliation, and addressing non-compliance; 2) Allowing districts to provide a choice of two child care providers, at least one of which must be regulated, for parents who demonstrate an inability to obtain needed child care; and 3) Requiring districts to provide a fair hearing opportunity before making work assignments for applicants/recipients with a claimed disability, unless the district has reason to believe the individual is misrepresenting their condition.
