This bill requires that when a child is enrolled in a school district for the first time, or a child is being withdrawn from enrollment in a school district, each parent or legal guardian of the child must be physically present at the time of enrollment or withdrawal, and the parents or guardians must provide a valid form of identification. If any parent or guardian of the child is unable to be present, a notarized letter shall be provided by the parent or guardian indicating that the parent or guardian agrees that the child is to be enrolled in, or withdrawn from, the school district.
