Bill Summary

This bill revises the school construction program established under the "Educational Facilities Construction and Financing Act," (EFCFA) P.L.2000, c.72 (C.18A:7G-1 et al.). The bill will abolish the New Jersey Schools Development Authority (SDA), which was created pursuant to P.L.2007, c.137 (C.52:18A-235 et al.) as a new State authority responsible for the construction of schools in the former Abbott districts. Under P.L.2007, c.137, the New Jersey Economic Development Authority (EDA) retained its responsibility for the financing of school construction projects. This bill transfers all the functions, powers, duties, and employees of the SDA to the EDA. The bill thereby consolidates all the construction and financing authority for school facilities projects in a single State authority, the EDA.

AI Summary

This bill abolishes the New Jersey Schools Development Authority and transfers all of its functions, powers, duties, and employees to the New Jersey Economic Development Authority. The bill consolidates the planning, design, construction, and financing of school facilities projects under the management of the Economic Development Authority, rather than having those responsibilities split between the two separate authorities as under current law. The bill makes various other changes to streamline the school construction program and provide the Economic Development Authority with the necessary authority to undertake all aspects of school facilities projects.
