AI Summary
This bill, the "Home-Based Jobs Creation Act," would permit certain home businesses to operate as accessory uses in residential zones without requiring a use variance. The key provisions are:
1. Home businesses must meet criteria such as being compatible with the residential use, employing only family members, not exceeding customary residential levels of visitors or traffic, and not creating nuisances.
2. The bill does not supersede restrictions in common interest ownership communities and allows municipalities to establish standards for acceptable levels of visitors, traffic, and parking for home businesses.
3. Municipalities can still regulate or prohibit certain types of home businesses, such as manufacturing, warehousing, or retail, that they deem incompatible with residential zones.
The bill aims to support the growing trend of home-based businesses, especially in light of the COVID-19 pandemic and economic changes, while balancing the interests of home businesses and residential neighborhoods.
