This bill requires a voter who wishes to vote by mail to complete an application for a mail-in ballot each calendar year. The bill also repeals a provision of current law which required each county clerk to designate each voter who voted by mail in 2016, 2017, and 2018 as automatic vote-by-mail voters in all future elections.
