Evidence suggests that Falun Gong practitioners, who constitute the largest group of prisoners of conscience in the PRC, have been disproportionately targeted for organ harvesting since the early 2000s, with estimates suggesting tens of thousands may have been killed for their organs. The Resolution also acknowledges that other groups, including ethnic minorities like Uyghurs and political dissidents, may also be victims. By condemning this practice, the Resolution asserts that the killing of prisoners for organ harvesting violates international medical ethics and human rights. Finally, it mandates that copies of this resolution be sent to the United States Secretary of State, the Chinese Ambassador to the United States, and China's Permanent Representative to the United Nations.
