Amends the law concerning dairy products to prohibit the sale or offering for sale of a food or drink product if: (1) the product does not consist of and is not derived from the milk of a cow, goat, or other mammal; and (2) the labeling of the product states or implies that the product is a dairy product.

It also prohibits the sale or offering for sale of food products that contain tissue cultured in vitro from animal cells, unless the labeling clearly states this.
