AN ACT To amend chapter 33, RSMo, by adding thereto one new section relating to the cash operating expense fund.

The fund will consist of monies appropriated to it for expenses related to emergency duties performed by the National Guard, federal grant matching funds, emergency assistance, and other funds appropriated by the General Assembly. If actual revenues are less than estimates or there is a budget need due to a natural disaster, the Governor can transfer funds from the Cash Operating Expense Fund to the General Revenue fund. If the fund exceeds 2.5% of the previous fiscal year's net general revenue, the excess will be split between the State Road Fund for the Governor's transportation cost-share program and debt retirement related to state bonds.
