This bill amends Arizona's election laws to: 1. Require a hand count audit of at least 2% of precincts or 2 precincts (whichever is greater) for each county-wide primary, special, general, and presidential preference election. The hand count will focus on up to 5 contested races, selected randomly. 2. Establish a Vote Count Verification Committee within the Secretary of State's office to set the "designated margin" for differences between hand counts and electronic tabulations that would trigger an expansion of the hand count. 3. Allow county election officials to use an "electronic vote adjudication" feature on their tabulation equipment, with specific requirements for tracking, logging, and retaining the original and duplicate ballots. 4. Require live video recording of ballot custody in the tabulation room, to be streamed on the Secretary of State's website. The bill also contains an emergency clause, making it effective immediately upon becoming law.
