Bill Summary

To amend title 38, United States Code, to expand the list of diseases presumed to have a service connection to exposure to certain herbicide agents. This bill provides a presumption of service-connection for Parkinsonism, bladder cancer, hypertension, and hypothyroidism for veterans exposed to certain herbicide agents while serving in Vietnam. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

AI Summary

This bill, the Fair Care for Vietnam Veterans Act, expands the list of diseases presumed to be service-connected for veterans exposed to certain herbicide agents, such as Agent Orange, during the Vietnam War. Specifically, it adds Parkinsonism, bladder cancer, hypertension, and hypothyroidism to the list of conditions that are presumed to be caused by herbicide exposure. This presumption of service-connection means that veterans diagnosed with these conditions can more easily receive health care benefits and disability compensation from the Department of Veterans Affairs, without having to prove that their illness was directly caused by their military service.
