This bill prohibits municipalities from limiting the rights of persons to purchase, possess, transfer, own, carry, transport, sell, or store "deadly weapons," which includes firearms, knives, and other weapons, as well as pepper spray. The bill allows municipalities to regulate the carrying or possession of deadly weapons or pepper spray in municipally owned or operated buildings and recreation facilities, but they cannot prohibit persons with a valid concealed handgun permit from carrying a firearm into a municipally owned recreation facility and securely storing it. The bill also provides legal recourse for individuals who believe their rights have been violated by municipal ordinances, including the potential for recovering reasonable attorney's fees and costs.
