This Study Bill aims to update and clarify laws regarding the use of electronic communication devices while driving in Iowa, defining an "electronic communication device" broadly to include phones, PDAs, and portable computers, but excluding integrated vehicle systems like GPS. The bill prohibits the use of these devices while driving unless the vehicle is stopped off the roadway, with exceptions for hands-free use, reporting emergencies, and for public safety or healthcare professionals in emergencies, and allows for initiating or ending calls with a single button press. Violations are classified as simple misdemeanors with a scheduled fine of thirty dollars and will no longer be considered moving violations for purposes of license suspension, though repeated offenses could still impact driving privileges under certain circumstances, and using such a device while driving is considered prima facie evidence of reckless driving.
