This bill, the Making Access To Cleanup Happen (MATCH) Act of 2020, amends the Agricultural Credit Act of 1978 to allow state, local, and tribal governments (referred to as "sponsors") to incur costs for certain emergency watershed protection measures prior to entering into an agreement with the U.S. Department of Agriculture (USDA) under the Emergency Watershed Protection Program. The bill requires the USDA to identify a list of eligible measures and develop procedures for sponsors to request and incur the costs for additional measures. If the USDA and a sponsor subsequently enter into an agreement, the USDA must consider any applicable pre-agreement costs incurred by the sponsor as part of the sponsor's contribution towards the project costs. The bill allows sponsors to assume the risk of incurring any costs for undertaking these measures prior to an agreement, but does not require the USDA to enter into an agreement.
