AN ACT to amend the executive law, in relation to establishing the right to legal counsel in immigration court proceedings and providing for the administration thereof

AI Summary

This bill establishes the right to legal counsel in immigration court proceedings for income-eligible individuals who are New York state domiciliaries or have a significant nexus to New York state. It creates a new section in the executive law to define the right to counsel, the scope of covered proceedings and venues, and the powers and duties of the administrator (the director of the New York state office for new Americans) to implement and oversee the provision of legal services. The bill also creates an advisory committee to help develop programs, policies, and procedures to effectuate the requirements of the law. Sufficient state funding is required to fully carry out the provisions of this bill.
