This bill amends existing law to revise the process for a taxing district to recover "forgone" (or previously unused) budget increases. Key changes include: allowing districts to reserve the right to recover forgone increases in a subsequent year, rather than disclaiming that right; specifying the process for districts to reserve forgone increases, including providing public notice and holding a hearing; and removing a provision that previously limited the application of forgone increases to only the current year. The bill provides more flexibility for districts to manage and recoup unused budget capacity from prior years.
