This bill requires the Washington State School Directors' Association to develop a model policy and procedure for nurturing a positive social and emotional school and classroom climate. The goal is to support and promote school and district action plans that create, maintain, and nurture physically, emotionally, and intellectually safe, respectful, and positive school and classroom environments. The model policy must include elements that recognize the diverse needs of schools, define the essential elements of a positive climate, acknowledge the role of students' families, and describe a framework for continuous improvement. The bill also requires school districts to adopt certain elements of the model policy, such as providing information to parents and guardians about students' rights to a free public education, regardless of immigration status or religious beliefs, and providing meaningful access to this information for families with limited English proficiency.
