This bill aims to make the entire state of West Virginia "wet" or permit the sale of alcoholic liquors for off-premises consumption. The key provisions include: 1. Effective July 1, 2020, the sale of alcoholic liquors for off-premises consumption is authorized in all counties and municipalities of the state. 2. Counties or municipalities that had previously prohibited the sale of alcoholic liquors for off-premises consumption can hold a local option election to maintain the prohibition, without the usual petition requirement, if they enter an order to hold the election by July 1, 2020, and conduct it concurrently with the 2020 general election. Alternatively, these counties or municipalities can vote to maintain the prohibition and provide certification of the result to the Alcohol Beverage Control Commissioner by July 1, 2020. 3. Counties or municipalities that prohibit the sale of alcoholic liquors for off-premises consumption under the provisions above can later reconsider their action using the standard local option election procedures.
