This bill creates a statewide residential rental registry that will provide information to the public about rental units, including the number and types of code violations issued by enforcement agencies, and the number of findings of harassment on record with those agencies. The bill requires owners of covered dwellings (rental units occupied by two or more families) to register with the Department of State annually, and establishes penalties for failure to register. It also allows local governments to maintain their own rental registries as long as they provide the required information to the state. The bill makes the information in the state's registry admissible as prima facie evidence in certain housing-related legal proceedings.
