This bill adds new sections to existing law to provide for the scope and applicability, power of the board, construction requirements for new phosphogypsum stacks or lateral expansions of existing phosphogypsum stacks, and design and construction plan approval processes. Phosphogypsum is a calcium sulfate by-product produced during the production of phosphoric acid, which is a key ingredient in phosphate fertilizers. The bill aims to facilitate and encourage the continued manufacturing of phosphate fertilizers while ensuring the proper design and construction of phosphogypsum stacks and stack systems to benefit the environment.
