This bill amends existing law to update restrictions on the use of unmanned aircraft systems (UAS), also known as drones. The key provisions are: 1. Except in certain circumstances, it prohibits the use of UAS to conduct surveillance, gather evidence, or record information about specifically targeted individuals or private property without their written consent. The exceptions include law enforcement and fire department use for traffic management, damage assessment, search and rescue, and other emergency purposes, as well as utility owner use for infrastructure inspection. 2. It prohibits the use of UAS to photograph or record an individual without their written consent for the purpose of publicly disseminating the image or recording. 3. It provides a civil cause of action and damages for individuals who are the subject of prohibited UAS use, allowing them to recover up to $1,000 or actual damages plus attorney's fees. The bill aims to balance the use of UAS technology with privacy protections for individuals and certain private and commercial properties.
