This bill amends and adds to existing law to revise procedures for contested cases and hearing officers. Specifically, it: - Creates the Office of Administrative Hearings to conduct contested case proceedings and other adjudicatory hearings, mediations, and arbitrations requested by agencies. - Establishes the position of Chief Administrative Hearing Officer, who is appointed by the Governor and confirmed by the Senate, to oversee the Office of Administrative Hearings. - Sets qualifications and duties for the Chief Administrative Hearing Officer and hearing officers, including prohibitions on certain political activities. - Requires agencies to cooperate with the Office of Administrative Hearings and allows the office to assess recipient agencies for the costs of its services. - Creates an Advisory Council to provide recommendations on the operation of the Office of Administrative Hearings. - Provides that the Office of Administrative Hearings will not begin conducting contested case proceedings until January 1, 2021. - Designates all hearing officers and staff in the Office of Administrative Hearings as non-classified state employees.
