This bill establishes the St. Croix National Heritage Area in the U.S. Virgin Islands. The Virgin Islands State Historic Preservation Office is designated as the local coordinating entity responsible for preparing and submitting a management plan for the heritage area to the Secretary of the Interior. The bill authorizes the Secretary to provide financial and technical assistance to the local coordinating entity to protect, enhance, and interpret the natural, cultural, historic, scenic, and recreational resources of the heritage area. The bill prohibits the local coordinating entity from using federal funds to acquire real property and includes provisions to protect private property rights.
