This bill: - Requires the State Racing Commission to establish the Equine Health, Safety, and Welfare Advisory Committee to advise the Commission on matters related to horse health and safety. - Requires the owner of the Bowie Race Course Training Center to convey the property to the City of Bowie, with the portion within 100 feet of the Patuxent River to be used for passive recreation and the remaining portion to be used for active recreation. - Authorizes the Maryland Stadium Authority to issue up to $375 million in bonds to finance the redevelopment of racing facilities at Pimlico and Laurel Park, subject to certain requirements and approvals. - Establishes the Racing and Community Development Financing Fund and the Racing and Community Development Facilities Fund to support the planning, design, construction, and equipping of the racing facilities projects. - Provides tax subtraction modifications and tax exemptions related to the transfer or conveyance of property at the Laurel Park and Pimlico sites and the Bowie Race Course Training Center. - Requires certain provisions to be included in long-term agreements between the Authority and the Maryland Jockey Club entities regarding the management and operation of the Pimlico and Laurel Park racing facilities. - Includes other provisions related to the redevelopment and ongoing operations of the racing facilities.
