This bill establishes requirements for peer-to-peer car sharing programs, and subjects such programs to certain existing laws. Specifically, it: 1) Exempts peer-to-peer car sharing programs from certain surcharges or taxes. 2) Defines key terms related to peer-to-peer car sharing, such as "car sharing period," "car sharing program agreement," and "peer-to-peer car sharing program." 3) Requires peer-to-peer car sharing programs to assume liability for bodily injury, property damage, and uninsured/underinsured motorist losses during the car sharing period, with some exceptions. 4) Requires peer-to-peer car sharing programs to ensure that the shared vehicle owner and driver have minimum motor vehicle liability insurance coverage during the car sharing period. 5) Imposes recordkeeping, driver verification, and safety recall requirements on peer-to-peer car sharing programs. 6) Allows automobile insurers to exclude certain coverages for vehicles used in peer-to-peer car sharing, and provides guidance on how insurers should cooperate in claims investigations. The bill amends various sections of the Tennessee Code Annotated to incorporate these new provisions for peer-to-peer car sharing.
