Bill Summary
Relative to certain affordable housing in the city of Chelsea
AI Summary
This bill exempts certain construction and development activities related to the redevelopment of the Innes apartments public housing project in Chelsea from general or special laws related to the procurement and award of contracts by public agencies. However, the construction, reconstruction, and other activities must still comply with specific labor laws. The bill also allows the redevelopment to be conducted in multiple phases, as long as the total number of public housing units is preserved or constructed. The project or any phase of it may be conveyed to an entity that is not owned, controlled, or managed by the Chelsea Housing Authority, as long as that entity enters into a legal agreement to preserve and operate the required portion of public housing units.
