This bill amends the New Hampshire excellence in higher education scholarship program and establishes a workforce development student debt relief program and fund. The key provisions include: 1) Renaming the "New Hampshire excellence in higher education endowment fund" to the "New Hampshire excellence in higher education trust fund" and expanding the allowable uses of the fund to include direct scholarships for New Hampshire residents attending New Hampshire institutions, the UNIQUE endowment allocation program, and student debt relief through the newly established workforce development student debt relief fund. 2) Creating a workforce development student debt relief program and fund, which will provide debt relief to individuals employed in qualified industries, such as healthcare, certain state government roles, and regenerative manufacturing, who have met academic and employment requirements. 3) Transferring administration of the Governor's Scholarship Program to the New Hampshire College Tuition Savings Plan Scholarship Commission. The bill also requires the Business Finance Authority to design the terms of the workforce development student debt relief program and obtain approval from the Fiscal Committee of the General Court before implementation.
